"What on earth is this?!", you ask?   Well, it's an Egg Scissor/Cutter, a tool used to easily open small eggs.  It's designed to snip the top off of an egg without breaking the shell. 
 
This particular cutter features a chicken or rooster design, and is a vintage piece, probably from the German brand WASA Solingen.
